There's a noisemaker built into a lot of brakes that warns you when it's time to get them replaced.

It's a wear indicator squeal clip. It's telling you that you brake pads are under the 2/32nds limit and should be replaced immediately before the brakes start eating into your rotor. If you wait to replace them then you'll need to buy rotors as well. Do it now and you should only have to buy brake pads.
Get a shop to do it so they can turn the rotors on a brake lathe And install new pads.

do your brakes make noise when you use them,
if so then you might have build up on them which is called glazing if you have disc brakes.
if you do not have disc brakes and your brakes make noise when you use them you will probabley need to have them fixed.
a little and a lot, is there a lot of resisitence to your brakes -
when you push on them is there a lot of space between the peddle and the floor?

those might be the wear indicators on the brake pads, basically, the rivits that hold the pads onto the backing.
when was the last time you replaced your brakes?

it could be rust on the rotors hitting the calipers..or something as simple as a stone caught in the wheel..have it checked if you feel unsafe driving it
