It was J. R. Robertson (of The Band). The folks who think it was Joan Baez are just remembering her version of the tune that happened to get a lot more air play on the radio than The Band's original version ever did.

It is interesting to note that this song about the American Civil War was written by Robertson given that he is a half-Mohawk Indian, half-Jewish Canadian.
