Well - it is considered rude or impolite to stare - to glance is ok - that is why we put them out there - to get noticed (though so many women will deny this - it is true) - to get attention cause we know we look hot like that :o)

But most guys will develop a way of looking at them while also looking into the womens' eyes or something - not just blatantly staring at them - you just have to be more smooth than that..
