There is a radio platform built by the British, some where off the coast of Britain. The military abandoned it for a time and when they went back to use it some guy had moved in. He refused to leave and the Brits didn't want to fight over it so they let him have it. He claimed it to be a new country and gave it a name (sorry I don't remember it). As far as I know he is the only person there, so by default his country is the least corrupt.

I'd have to say Sweden.
As for Switzerland, I hear they were pretty corrupted by the Nazis during the WW2.
