most people have a natural buoyancy, to go underwater, they have to use mechanical propulsion (swimming) to overcome the buoyancy. you can stay underwater as long as you can hold your breath. The deeper you go, the more pressure is exerted on your body and the gases are compressed, so it feels like you have less air in your lungs. as you come up, the gas expands.
if you're underwater and don't keep your arms/legs moving in a way that directs you down, you will rise towards the surface. depending on your specific body type, you may or may not go all the way to the top.

It would depend on your lung capacity. Some people can stay under for several minutes. But it won't take long for you brain and body to be depleted of oxygen and you will die or have serious problrms.
