do popcorn kernels pop better if preheated?

No. preheating will cause some of the entrapped moisture to leave slowly so it won't pop as well. Popping requires water to boil inside the kernal & release suddenly.

yes, i preheat mine for about 3 minutes in the microwave....

Yes, they do,,,,,,, Always preheat mine,, whether on top of stove, or microwave.
