I rent and have lived in my apartment for 13 years and I feel that I should have new carpeting. How often should the landlord provide this?

1. If it is privately owned, then the rental or lease agreement governs your obligation and his obligations. You would probably need to appeal to your landlord and give your reasons why changing it would benefit him.

Unless it violates local building code or health and safety code that kind of thing is not regulated. Call city hall to see if there are any local ordinances that would govern something like that.

You could give notice, move out and landlord loses a good tenant.

2. If it is public housing or government subsidized housing, then you might talk to HUD but then again it might be up to the landlord.
