Are you referring to Java Runtime Environment (JRE)? You can download Jave at: http://java.com/en/download/manual.jsp
Download the version for your operating system. Read the instructions before downloading. You have the choice to install Java while still online or download it and install offline. Personally, I recommend you download Java and then install it offline.
