Certain abnormalities ARE responsible for serious criminal behaviour. An example is antisocial personality disorder. This is what Jeffrey Dahmer had .... it causes people to have absolutely no empathy, feelings of remorse, closeness to individuals, and feel an extreme need for thrill seeking (among other things). It's caused by an abnormality in the brain. Those things can't be corrected with surgery, otherwise they would do it. It simply can't be done. These disorders usually reveal themselves, so testing isn't necessary.

I once heard a professor say that people with antisocial personality disorder probably don't experience pain the same way as most people; if true, it may be that the difference is not just in the brain but in the entire nervous system.
If the abnormalities could be repaired or removed, the very person might be lost in the process, but I still want to believe that something useful and not harmful can be done.

Not mandatory, no. But I would encourage people to, maybe even strongly encourage by say, cutting a criminal's time in jail by 10% if he goes for the test, understanding that if he did and it was to show abnormality, he would be required to have it surgically repaired.
