How does one go about finding their adopted siblings...........?

I am helping a friend to find his adopted sister & brother. All 3 of them were adopted by different families. He has tried all types of people searches on the internet without success. Does anyone know of a way to find someone like that? I told him that Yahoo Answers would be the place to start. Thanks all who answer!

Maybe start at the Social Security or Social Service office in the county that they were born in or adopted out of. They may be able to help you but if not they would know what public office would hold those records. That is all I can think of. Sorry and Good Luck!
