Depending upon how deep, light wiper scratches can be removed with some jewellers rouge, or there are some automotive specific preparations, a shop in England called Frost do a kit specifically for this problem. I don't know how it stands in America for whatever roadworthiness tests you have, but our UK MOT test, a scratched windshield would be an instant fail, which I think really sucks!
