Who would win?

Interesting question, wizard vs. wizard. Dresden is an adult wizard and Potter is a young adult that isn't yet fully aware of or completely confident in his powers yet. So, it would be difficult to be predict the outcome of a duel between them. I'm looking forward to the release of Book 7 and learning what Harry Potter will be like as an adult. He has already been shown to be a naturally powerful wizard, but he needs time and experience to develop his talents. I'm sure that he will be a force to be reckoned with once he has, not that anyone will likely challenge him once he has defeated Voldemort.
