One of the things my in-laws did last year was take us all to a performance of Christmas music at one of the local universities. We got to have dinner together and share a really nice evening as a family. We had from about age 8 to 72 and I think everyone had a nice time. My little one didn't go but got some presents to open on Christmas Eve instead.
Check with your local theaters and college for reasonably priced performances, either music or A Christmas Carol. You'll be surprised at what's available.

Every year I let my daughter make a Christmas ornament for all of her grandparents and aunts and uncles. This year we used pone cones we collected last year and painted the edges with glue and sprinkled on glitter in a different color for each person. The we glued (with hot glue) a loop of ribbon to each pinecone with a tag that says "Happy Holidays 2006".

do you plan to buy a gift for individuals or for the family as a whole? if it's for the entire family maybe you can buy a game board that everybody can share.
for individuals, go shop at wal-mart
-women: scarves, winter slippers, earrings, nice tops, aromatherapy items, bath salts & candles, foot scrub & some nice nail polish, stuff for the kitchen
-men: fancy pens, scientific toys (e.g. balance balls, molecule-shaped massage doodad), displays for the office, business diaries/organisers, wallets
-girls: photo frames, earrings, room decor, winter accessories, CDs (oh, go to claire's...there's a wealth of affordable gifts for all kinds of girls there)
-boys: something he can play with friends (e.g. hackey sacks), pocket radios, car models, winter accessories, CDs, or something he collects, e.g. baseball cards

Gift cards.
Especially if you want to get something they can ALL use. I highly recommend cards from fast food restraunts, since practically everyone goes to them.

gift cards. I do this for nieces and they usually buy CD's I'd never be able to pick out a CD to their liking so a card works well.
