I do not know if you can reach it or not from where you are ,it is a electric thing that sends a little piece inside of it to make that noise.
it looks like a bicycle bell.

The clicking sound is the flasher relay. It's supposed to click. You may be able to reach it from under the dash. Turn on the turn signal and follow the sound. When you've found a square or round thing that feels like it's clicking when you touch it you've found it. Your flashers won't work if it goes bad or you disconnect it

It's called your flasher and it is supposed to click when your signals are on. If it is excessively loud or extremely rapid you could have a bad bulb somewhere in the system or the flasher itself could be going out. You shouldn't have to pull the dash to get to it because it is a replaceable part. Just turn the signals on and follow the clicking noise....should be pretty easy to find. Don't wait until it goes out because then you wont have a noise to follow and you may change several relays before you find the flasher.

The clicking sound when the turn signal is turned on is probably the turn signal relay. That's absolutely normal. Some are louder than others.

the noise you are hearing is most likely the flasher it interrupts the electricity to your lights to produce the flashing for your turn signal and no you do not have to pull your dash to get to it but it is not uncommon that you here it clicking and replacing it may not get ride of the noise

It's your stupid hazard and turn signal flasher. Thats what enables them to flash when u want them to.
