It was in 1971 that the 26th Amendment to the US Constitution was passed. It reads:

"The right of citizens of the United States, who are eighteen years of age or older, to vote shall not be denied or abridged by the United States or by any State on account of age"

The 26th amendment to the US Constitution, which guaranteed the right to vote to all citizens 18 year of age was ratified in 1971. There was nothing to prohibit States from allowing 18 year-olds from voting before that time.
