Yes, you should use it everyday. The one I use is very light and mixed in with my moisturizer so I forget that I am even wearing sunscreen. It may not seem important now, but protecting your skin is so important.

well your supposed to wear it all the time, but personally i don't put it on unless i will be out in a lot of sun. Some people even wear it during the winter because of the suns rays reflecting off the snow it can actually be even worse for your skin. Also there are many sheer foundations with SPF already in them (like Elizabeth Arden for example + many others) so you don't even have to worry about whether to put it on or not.

I personally use a moisturizer that has a spf of 25 which I think is a little much, but love the product so I take the good w/ the bad

The rule is to wear it during the morning time until 3:00 p.m. (depending on where you live), whether you are in the sun or not.

Yes, I always use sunblock every day, even in the winter. UVA rays are present all year round and 80% of UVA rays can penetrate through cloud. These are the rays responsible for premature ageing as well as skin cancer, so you should always protect yourself. HTH : )
