like normal football,,,, but instead of tackling,,,
you have to touch them at the waist with BOTH hands at the same time,,,,, this would constitute the ability to tackle them if it was indeed normal tackle football.
but without the roughness of full contact (tackling)
most play this with to pieces of cloth (or flags they are called) tucked inside the waistband on both sides of the hips,,,, and instead of just touching them with both hands, you must grab and take both flags to represent a legal tackle.
this is called "flag football"...... its easier to determine if indeed the tackler has gotten both hands on the runner,,,, by flags removed successfully.

The links are the best set of rules I found of the game I grew up playing with my friends and neighbors.
One interesting note is that there are many local rules variations. The key difference in touch football and regular football is that the person is down by either the one hand or two hand touching by the opposing team vice tackling the person to the ground.
There are leagues for those who enjoy a very organized and competitive game. I have provided a link to one as well.

Same as regular football except you don't tackle the person with the ball; instead they are down or stopped when someone from opposing team touches them.
