You can get good bolt pricing at www.dharmatrading.com if you are looking for muslins, cottons, silks, etc. that can be dyed, painted, or otherwise surface designed.
If you're just looking for regular fabrics, you might try ebay. Most fabric wholesalers won't sell to retail customers...they have HUGE opening order minimums.

Joanne's Fabric is a really cool place and they have lots of different fabrics at pretty good prices.
