I live in Tampa. Westchase is a neighborhood in Tampa. It's very nice. No, it is not close to the beach. If you look at a map of Tampa Bay you will see a penisula, that is Pinellas county (St. Petersburg, etc.). The city of Tampa is on the main land (east of Pinellas). The beaches are on the west side of Pinellas. Pinellas is not as nice as Tampa (Hillsborough Co.) due to overcrowding and crime, plus a lot of it is really run down. They are renovating the downtown area so that's cool, you should visit that but don't buy in that area. If you're just dying to be closer to the beach check out Tierra Verde, Pass-A-Grille Beach, Safety Harbor, Palm Harbor, they are all on the Pinellas side. In Tampa, look in South Tampa (south of I-275, north of Gandy Blvd.), Westchase, New Tampa, Tampa Palms, Carrollwood and Brandon (suburb of Tampa). All of these will take about 45-60 min. to get to the beach. Traffic is pretty bad here during rush hour so that's not uncommon to spend that kind of time in traffic. You can also check out Apollo Beach, it's families and older folks mostly. Tampa is a much younger city and has the better job market. Ybor (pron. EE-bore) is cool to visit but has a high crime rate and is the club district. You're buying at a good time, the market here has gotten way better for buyers in the last few months. Avoid buying a condo if you can. Do some looking on that before you take that road. Welcome to Tampa!

As others have said, Westchase is nice but by my standards, it is not close to a beach. Plus, it is not really an easy drive to the beach and it is more than the 20 miles someone mentioned.
Ybor City, while unique, has a terrible crime rate, especially after 9:00PM. I have a friend who had his face sliced simply because he bumped into a person. My suggestion would be to find a place in Pinellas County. St Petersburg, St Pete Beach, Tierra Verde are a few that are minutes to the Gulf. All are easy commutes to Tampa. Palm Harbor is growing rapidly with some nice sub divisions. Tampa may work for your needs, I just prefer the laid back pace of Pinellas and it's proximity to the water.

Westchase is an upscale development in northwestern Hillsborrough County. It is a nice, but pricey, area. It is 15-20 minutes from Downtown Tampa, and about 30 minutes to the beach. Don't listen to those who are hatin' on Pinellas County, it is very nice. Pinellas County borders Hillsborough County to the west, and includes the more well-known cities of Clearwater and St. Petersburg. There are some bad areas, but most are very good. The major downside to Pinellas County is that it is getting extremely crowded.
