Either you're surfing some abandoned/defunct parts of the web, or your ISP's DNS servers are crappy.

You should probably do a spyware/virus check just in case, though.

contract your server, in which there should be a phone number, when you set up your internet, also you might want to contact micro-soft outlook. They will fix the problem.
