Set you dialup settings to never dial, delete all of your dialup info, install a network adapter card, plug the network adapter card into the DSL modem or into the "router" - following the instructions that came with the unit - and go to the connection wizard - run through it and you will be on. Make sure you IP properties is set to Dynamic as well. Been a few years since I used 98 but it works well. Have fun.

You need to have a router in order to change from dial up to dsl. If have one already, your computer requires to have a USB input to have dsl.

Call AT&T or Verizon to get DSL internet service.

Get a service provider.
Get a modem
Unplug your phone line from your computer
Plug your phone line into the modem
Plug your modem into the ethernet
Follow the online instructions

Or, throw away your computer, buy a really great laptop....and go wireless!
