I know firms that are NASD members will sponsor you if you are an employee or becoming an employee. I am more interested in being sponsored by an independent company that specializes in sponsorship.

There used to be places that would "hang" your license for you. If you aren't registered by a member for 2 years the license expires - and these guys would register you for a fee and not really expect you to work. The practice is frowned upon by the NASD and I haven't heard of anybody doing this for quite some time - it was usually a small BD that would register a colleague that they had known for or worked with extensivly - typically the wouldn't sponsor your to sit for the exam.
Add the costs of fingerprinting, background check and the hassle of the continuing education to the mix and I'm wondering why you want one.
Its a lot of uneeded hassle and expense.

You ask an excellent question... I wondered that when I was sponsored by AG Edwards for my Series 7. I actually asked the question at the testing center, and apparently there is a way to do it. I recommend you do the same thing... call the testing center and ask the question. I only recall part of the answer (this was ten years ago)... more paperwork and more expensive.
