Yes Western civililization has all sorts of laws, groups, and codes for the treatment of non-whites. There is the ACLU the NAACP, the ADL and the hundreds of federal aid programs ONLY for anyone who is not white. The Governments spread and create all sorts of benefits for the non-whites and made "depriving someone of their civil rights" ,aimed only at whites by the way, a felony and punishable by years in prison. This federal law also is extremely general and can apply to a multitude of things as long as the person is white however. (Have you ever heard of a group aimed at providing a better future for the white race specifically? Of course not that would be rascism.)

I don't think white power is the law anymore in SA. I can't think of any country with an apartheid system, more like people ignoring the laws and cripling progress (like the south with voting up 'til the late 60;s).
