where we live they are not hiring and haven't in about 4 years. any advice

well you really have two options. .
1) keep trying
2) Move to a location where they are hiring.
If this is what he truly wants, option 2 may be the only real choice

You might have to move then. States like California, Florida, Etc. are always looking for good Firefighters. Though in Florida and California they do have to attend school. In Florida all firefighters need EMT training.

In my Town (where they have paid firefighters) a lot of guys that don't get in right away, join a volunteer fire squad, in a smaller neighbouring town to get some experience & training to add to the resume'.
It can't work for everybody, but it helps.

Hang out with current firefighters in your area. Like police, they are very clannish. Or move.

Sure looks like in order to follow his (and hopefuly yours) dream you need to first follow the moving van to a new city!!...good luck, I hope it works out well for you both
