Because your eyes can only process an image so quickly. If the wheel doesn't make a complete number of revolutions between eye refreshes (say, 1.8 revolutions/refresh) then you will see the wheel look like it's turning backwards at .2 revolutions/refresh.
This can also make wheels look like they're going forward very slowly, if they turn, say, 2.1 revolutions/refresh.

They are called''SPINNERS'',they move backwards when you go foward,andwhen the car stops the keep spinning like the car is moving but not.Most rappers or hip hop fans buy them. The fakes are about $5.000,ands the real ones or about $!0-20.000 dollars.The hub cap spinners is about $100 for all four.
