Well It depends on where you want fly in from and where you want to arrive.
Netherlands is a small country so its easy to get place to place and not very time consuming.
Id look at taking the train from amsterdam. Its not long at all
if your from the US or outside europe and a student then www.studentuniverse.com
If your inside

Transavasia.com (in dutch only so might be hard to book)
Easyjet.com
Another good option is comming from cologne germany then taking a train. Again the tickets are like 15 euro and its not that bad of a train ride
Cologne is Germanwings.com main hub (they service almost everywhere in europe) (available in english
if your coming from spain, try
edreams.com (note its only available in spanish)
Otherwise try:
Expedia.com
travel.com
note these are usually more expensive good luck!

Flying from where exactly? If it's cheap you want, then fly to Amsterdam Schipol and get an onward connection by train. Ryanair, Jet2, Easyjet and all the usual budget carriers do cheap deals to Amsterdam from almost every regional airport in the UK, but I don't think Rotterdam is as well covered in this regard. It might be cheaper still to take the Ferry. Otherwise, you'd have to try and find out who flies there and where they go from - which means KLM or British Airways I should think and either Heathrow or Manchester. I've a feeling that flights to Rotterdam won't be nearly as frequent or as cheap as for Amsterdam - from the UK at least.

I always use Ryanair of Easyjet. Sorry I'm too lazy to check if they go to Rotterdam but I can tell you I just got a return trip to Seville Spain for £38.00
