It definitely didn't originated like it was suggested when Russia united other republics around itself into the Soviet Union. Mother Russia is just an affectionate way to refer to your country. It is often also was referred as a Mother Motherland (term widely used during the WWII to call on people's patriotic feelings "Mother Motherland is calling"). Since a child would protect his mother, the phrase is referring to patriotism of the country's citizens.

The earth as our Mother. The common actual Russian is mainly a peasant. Even the dictators were peasants. It is just a feeling of comfort.
