2" x 4" is the rough sawn size of the timber. When it is planed for use it reduces to 1 1/2" x 3 1/2" but you have to pay for the original sawn size. If you wanted to buy it in the rough state it would be cheaper because the planing operation would not have been needed.

1 and 1/2 is closer to 2" and 3 and 1/2 is closer to 4. I would just be too wierd saying " Hey Bob! Hand me a 1 1/2" by 3 1/2 half, would ya!?" that is just too wierd

They were originally rough cut to 2x4 but then shaved and trimmed 1/4 inch on each surface for a smooth finish.

they used to be 2 X 4 finnished, then they were 2 X 4 rough cut, now they are less than that...
