Of course he wasn't being literal. Jesus was an enigma in some ways. He would always go the extra mile and leave the 99 sheep to save the lost one, but the next breath, he would tell his disciples that if they went to a town and were rejected, just shake the dust off their feet and turn their backs on that crowd. Jesus was telling the disciples that preaching the good news to some people was like a farmer feeding his pigs with pearls or tossing something precious to the dogs to eat. It was a waste of what was precious and the animals would only turn on you and bite you. In that way, I think Jesus meant that we should preach to those who are ready, not just randomly.
