it comes from the tale of the tortoise and the hare (rabbit). They were in a race - the rabbit was much faster, but he stopped of here and there to eat, joke with people, take a nap, etc. and the tortoise kept at it.
Eventually the tortoise won the race because he was "slow and steady" and the hare was erratic.

The short rendition of it: The hare boasted that it was the fastest animal and could beat any other animal in a race. He laughed when the tortoise accepted his challenge. Of course, he took off and left the tortoise behind and he had such a lead, he decided to take a break here and there. The hare ran quickly and then stopped periodically, feeling confident about winning because the tortoise was so slow. But the tortoise just kept plodding along, slow and steady. Well, the hare got distracted during his last break and he didn't realize that the tortoise had crossed the finish line. Slow and steady wins the race.

It means don't start something out with all the energy you have in you. Be steady. Be constant. It's like the story of the tortoise and the hare. The hare gave it all he got at first, but ended up losing in the end. The tortoise steadily moved toward the goal, not quickly, but won in the end.

the infamous race between the turtle and the rabbit.....
tha rabbit of course won the race.... he was very fast.
but the turtle being very slow,,,, saw everything, every rock, every plant, smelled everything as well....and even was able to speak with all the people he met during his travels in the race..
so...... who really won?
haste makes waste is closely related here as well.....slow and steady.... will gain you more than just "a win" in the end.
