well first go to the DMV and get the motorcycle manual. read it, but most importantly, understand it! if there are certain things you dont understand, look them up and figure them out. once you think you are ready, you have to go take the written examination. over here in NJ its $5. once you pass that (its pretty easy if you know and understand the book) you will recieve your permit. with this you can start practicing. i suggest you start riding a bicycle to get your balance in good shape. then find someone who might have an old dirtbike (one that you can feel comfortable in, reach the floor perfectly, and is not too heavy) balance is key. try it out in parking lots, dead end roads, and practice turning. Once you have that down, try using on on less even pavement, just to give you a feel for different things and what to do. maybe a bumpy road, or a dirt road. once you start getting the hang of it, you wont want to get off. then they should give you the option of taking the road test (where you provide an insured and registered motorcycle, have someone drive it there or tow it, and sometimes its really difficult to pass this way) i suggest going to a motorcycle safety riding course. mine was a three day course and it teaches you everything you need to know. on the last day they give you a test and passing this will waive the road test and pass you. remember that these courses teach as if the only thing you know how to do is ride a bicycle, so by you having a little more knowledge than that once you start the teachers will be very impressed and more willing to help you out. oh and, when you do pass, do not go and buy a new bike. get an old one (a learners bike) as it will be dropped. you dont want to damage a brand new bike.

The best way to get a motorcycle endorsement is to take riding lessons, such as those offered by the MSF or Harley's Rider's Edge program. These are held over a weekened where you will get to practice riding in a safe, controlled environment on a bike that the school supplies. Usually they have a test at the end and if you pass you get a card that you can take to the DMV and get an endorsement.
I took this approach and learned a lot.

Best thing to do is find an MSF class in your area. Take it.
You also need to take the written test for motorcyclists.
Pass both and you get the "M" endorsement.
Or if you are a skilled rider.
Go to dmv and pass written test.
Bring along a motorcycle and pass the riding skills test.
Collect your endorsement.
Be safe out there. Don't buy a race bike as your first bike.

JUST BECAUSE YOU CAN DRIVE A CAR AND UNDERSTAND THE LAWS DOES NOT MEAN THAT YOU HAVE THE BRAINS TO DRIVE A BIKE
.... YEA , RIGHT
THE REASON IS THAT IT IS A DIFFERENT LEVEL OF MOTOR TRANSPORT SO THEREFORE A DIFFERENT METHOD OF GAINING REVENUE FOR YOUR STATE
