Are you talking about the cartoon Teen Titans, or the comic book version?
For the latter, I would have to go with Donna Troy, who was one of the original members, and stayed with the team through both her Wonder Girl and Troia stages.
As for the cartoon, I would have to say no one. Given that I am such a high fan of the 80s series by Wolfman/Perez, I felt that the cartoon really didn't do the characters much justice.... The way the cartoon portrayed Terra alone really disappointed me..

I'm going to be the only one who says this, but I like Cyborg (the comic version, NOT the lame cartoon version... I agree with the person who said the Perez Titans rock).
He has a tragic origin that he's overcome to maintain his heroism and keep going. He's also most mature Titan without falling into teen angst (Raven or as I like to call her "Princess Boo-Hoo") or sullen brooding (Duh... Robin!).
And let's not forget he kicks BUTT!
