It was created around 1996 to demo motion capturing for a 3D computer modelling program. Motion capturing is when you wear markers on specified places on your body, and changes in spatial orientation is recorded as you move. This can then be used to aid computer animation. It was subsequently used in Ally McBeal.

The Ooka-Chaka song is Hooked on a Feeling, by Blue Swede.
