Romani gypsies, of several families, could reasonably be considered an ethnic group, since they share similar related genetic traits and most share a common cultural history or ancestry.
Travelers may reflect a cultural subgroup, but the category contains too many different people to count as a single ethnic group.

You have to look at gypsies and travellers as two completely different peoples. There are very few real gypsy families about outside Ireland and Rumania. Travellers are usually migrant workers who travel the country doing cash jobs to avoid tax and NI. Many travellers have fixed homes but travel in their expensive vehicles conning people they are Irish gypsies.

I think if you are talking about Romanies possibly. As regards the wider gypsy/traveller communities definitely not, they are nothing more than itinerants.

i personally dont think they shud be considered in any way other than they shud be punished as anyone wud, if the police force did its job gypsies/travelers/woteva wud have been sorted out years ago, i personally dontreally think ppl wud care quite so much if they werent criminals i know they leave all sorts of **** in their trail, but they wudnt be so hated if all they did was leave lots of litter.
the problem is that it cant be denied people are to scared, not without reason however.
