MPG is the same, regardless of cost.
If you are trying to determine the cost per mile @ 1.50 per gallon, divide 1.50 by 27=.06 per mile.

The difference in the per gal. price is 15 cents.

Divide .15 by 1.50=10% more per gallon @1.65.
YOU should be able to figure the increased cost per mile with the higher priced gas.

mpg is unrelated to the octane content of the fuel. Higher octane may allow your engine to run "smoother", but in general will not have a significant effect on efficiency.
