When I say that I dont want more muscle but I want to be toned I mean, I want to look like a victoria secret model, not a body builder!

treadmill at a 15% incline speed less than 3.0 go slow and walk from heel to balls of feet really push those hamstrings
plies squats dead lifts i highly recommend at least 3 training sessions to build a basic routine its hard for women to build alot of mass so no need to worry about too much muscle you really need to train HARD and up your protein to get huge muscle women just don't have much testosterone

toning and tightening implys that you'll need to build up some muscle. I would suggest a stair master. Perfect for both buns and legs. I personally HATE going to the gym. so i bought myself a mini-step and flex 2 from sharper image. It's a really tiny(can fit under your bed without having to take it apart), and much cheaper than either a 3 month gym membership and 1/10th the price of the other home excercise things. Not to mention you can do it for a half hour a day while watching family guy(peter as motivation). remember diet is also really important, the probability is that you won't just slim down your legs and butt. you'll slim your whole body.

Run sprints. Sprints will burn fat and calories and tighten and tone your butt without bulking you up. Jogging works too, but I think the best is to combine the two. I like to sprint for a distance and then do a slow jog back and then sprint again. This keeps you interested and helps to condition your heart.

If you don't want to bulk up, just do various leg exercises at the gym with low weight and multiple reps. Also, doing some cardio (treadmill, bike, elliptical) will help you as well.
