No because these cells have been differentiated and formed into tissue.
there are current investigations considering mammary glands and testes for stem cell research, but to the very moment the ones derived from embryos are superior in responding to various medical applications.

Technically no because the cells already formed the foreskin. Stem cells are blank canvasas. They havnt formed anything yet.
