why do lights flicker when you look at them from a distance

i dont understand when i look at some street lights from another villiage about 2 miles away they seem to be flickering on and off

any ideas

because your eyes cant focus on them

The light (photons) are being scattered by dust particles in the air, making the apparent brightness change. Or there's a tree in the way.

it may just ur eyes their not used to looking at something at that kind of distance.

I believe it is because of moisture in the air.
