Depending on what you are talking about. But typically 30% is very noticeable.

It's a HUGE difference. Just think about this example:

In F1, maximum attack is 99.9 percent, offensive-defensive mode is at around 97 percent, 93 percent is already taking it easy, and 90 percent is usually used by the driver in front when he has a big lead and he is on the final 4-5 laps.

that is a big differance you will notice on the stop sign to stop sign races.
