If the man has pain when erect because the foreskin cannot retract, then he should start out with some simple stretching exercises. Do those every day for a few months. You do this by inserting two fingers inside the foreskin when he is not erect, and pulling gently outward as far as possible. Hold for a minute or two, and relax. Repeat 10 times.

Next, if that doesn't work, a doctor can make a simple incision (NOT a circumcision) that will ease the condition and allow full retraction.

Do not accept from any doctor that circumcision is necessary for this condition. It isn't.

Actually that is dependant on both the foreskin and the head itself. Some guys can and some guys cannot. Sometimes they cannot unless they have a severe erection. Sometimes they can with a normal erection. Sometimes the foreskin is fused and it just will never happen. There is no one shape and size for this.... All men are created differently.

Yes... the forskin is just a protective covering of the head. Sometimes however it is very tight and difficult to pull back over the head.

Theoretically he should be able to. If he can't there are many things he can do to resolve that if it's a problem. Sometimes it doesn't cause any problems if it can't be pulled back all the way.

He should be able to but there are many who can't. This is because as babys their mothers/caregivers did not give proper care, as a child they were not proper care. The foreskin did not grow as it would have is taken care of properly.

If he can't, that is a condition called phimosis.
It's important to be able to do that to clean properly.
He should see a urologist.
