I'll assume you're talking about the graphing calculator first:
Press MODE, and got over to SCI and press ENTER. Then go to the row with FLOAT and scroll over either 1 or 2 and press ENTER. (it's the number of digits the calculator will round to) You're done! =)

If you're referring to a scientific, I'm not the biggest expert, but I know the TI Guidebooks at http://education.ti.com/educationportal/sites/US/productDetail/us_ti30xa.html?bid=6 (TI-30Xa) and http://education.ti.com/educationportal/sites/US/productDetail/us_ti30x_iis.html?bid=6 (TI-30X IIB /TI-30X IIS) have never failed...

Easy:

Enter 2nd/Fix/n; where n = the number of decimal points you want (e.g., n = 2 gives two decimal points like 2.35). Note, my TI-36 automatically rounds off.

Then enter 2nd/Sci to get the scientific notation (e.g., 2.35 X 10^00) Note, on the TI, this will look like 2.35 00, the 10^ is implied.

Just round it off yourself you jackass...if you can't do that then you don't understand what you're looking at anyway.
