Don't mistake a Dictator's rhetoric for the truth. Hurricane Hugo needs the US as much, if not more, as we need his oil. He may wish he did not have to sell the US oil, but he must. Chavez has been trying to secure contracts with China and India to buy his oil; however, even with those contracts he will not be able to sell enough oil to support the social programs he has promised his people.
The fact of the matter is the US is the largest oil consumer in the world by far. He has to sell his oil to us!
