Because the European (French) version of the name "John" is "Jacques"-- (the Spanish version is "Joaquin" which is similar). This is shortened to "Jock" (which is what a Scotsman would say) or "Jack".
As to why "Richard" is sometimes called "Dick"-- I've always wondered that myself...

The name Jack was derived from Jackin (earlier Jankin), a medieval pet form of John. During the Middle Ages, the name Jack was so common that it was actually used as a general term for 'man' or 'boy'. When you think about it, the name John has been a popular name over time when noting this name in the Bible with John the Baptist and the Apostle John. So it probably made the meshing of the two a natural progression at the point that many Johns were also called the generic term Jack.
