I agree with the answers above mine that say yes tell her gently one on one about her dressing habits. Also remember she may not like the comment and get mad for a short time.
Maybe you can suggest the two of you go through her closet and see if there are better clothing combinations there to be used. Maybe you can suggest going shopping together and she trust your judgement in clothes for an outfit or two. Also clerks at clothing stores can be a good source of information on putting clothes outfit together. Also looking at magazines may give her ideas on how she would like to dress.
Maybe you can reminder her that people sometimes judge a person by looks and dressing habits not by who they are in the inside. And if she dresses like a HO then she may be treated as one on a personnal and working level even though she is a wonderful person and friend.

Yes, but don't use the word Ho! Try to tell her in a gentle non offensive way that the way she dresses is inappropriate.

Before you say it anyone, ask yourself if you will be ok to hear the same from your friends, that will answer your question. And if you still want to go ahead and say it, i would suggest do it when you are alone with the other person so that you dont hurt their feelings and mess your friendship, it should be seen as you really care about the individual and wanted to get the message across

I agree, you must tell her, but tell her gently. don't use the word Ho, but tell her that her look doesn't become her, and perhaps she should tweak it a bit.
the days she doesn't look like a ho compliment her on how she looks, and tell her what you like about her outfit that day, so it will subconciously get her to wear things that look more like that in the future.
tell her privately so not to embarass her or you.
