They were deducted ten points because they were on the brink of becoming bankrupt - when a club cannot pay their players or service their stadium games have to be called off which is a huge annoyance to the FA and to FIFA. The administration rule is a kick up the backside to the club to say "get yourself in order or we'll throw you out"! Prime examples of this are Wrexham and Leeds. Only Wrexham were deducted points as Leeds found a back door and went into 'Liquidation', which means a team of financial advisors came in and cut the wage bill, increased ticket prices etc etc so that Leeds United would not have to go into administration.
