How often were you supposed to be paid? And when?
Monthly, semi-monthly, weekly, bi-weekly, etc
If your scheduled paydate has come and gone, file a complaint with the Board of Labor for unpaid wages.

Have you spoken with payroll? This may be normal, pay is not always immediate, it may take 2 weeks before everything is in the system, something that should have been mentioned during orientation. But if they have promised to pay you on a certain day, and have not, you can get a lot of money out of them. I had a friend, salaried, who was paid late on two occasions and took legal actions and won thousands. Definately talk to HR or payroll to make sure this is normal, otherwise you can get this company into big trouble. Have fun!

No you can not legally keep tools in lieu of pay.
I assume people are paid weekly where you work. Ask your supervisor why you havent been paid, and set an ultimatum for a payment date, or you will resign, and notify the state.
Make sure you have proof that you were hired, and worked there. (Names and addresses of fellow employees will help.)
