In my case those are the attachments to e-mails. If you've already saved them, you can delete the cache as they are duplicates.
This is my understanding, but don't do anything until others have checked in.

Yes. The purpose of cache is to decrease the access time to information that your computer needs frequently by storing it in temporary memory instead of somewhere on your hard drive, Internet server, network server, etc.
Too many cache files can slow your computer down and take up space on your hard drive. I clear my temporary files (especially temporary Internet files) everyday before I turn the computer off. Because of the temporary nature of cache, many cache files will be cleared without you doing anything other than turning off the computer.
Also, if you aren't in the habit of clearing your cache regularly, you may want to defragment your hard drive as well, because you probably have bits of info scattered all over your hard drive.

yes a cache is only a temporary file any how, it is considered volatile memory meaning you can clear the cache

Sure, if your computer needs them again, it will just download them.
Have you ever looked at them? Many are small images that are on websites. Do you want to store all that junk?
