There are a couple of ways to tell if you are targeting a civilian. The fact that they shoot at you first is a good indication. If they are fleeing and carrying weapons is another. If you catch them setting up a bomb or trap would indicate their intention. The car bombers are another nasty thing to try to decide. If they don't stop at the required place then they might be hostile.

As one Marine who has been to Iraq twice told me, the first time we went we knew who we were fighting. The second time I went I was never sure. You had women, children of all ages, elders etc carrying guns. Not all insurgents are in uniform. That's what's making it hard now. You can't trust anyone.

If you invade another country, in an illegal war, after bombing the citizens from 4 miles up, everyone is an enemy. You are worried about the high number of civilian casualties?
