Means that the water has too many pollutants and the fish cannot absorb the oxygen in the water because they are clogging up their gills. Change 25% of the water today, don't feed them for two days (will only pollute the water more). On day three, change another 25% of the water, and feed them every other day. After a week, change 25% of the water and start feeding them daily, but feed them less then what you used to. Make sure the new water is the same temperature as the tank so you don't cause the fish any additional stress.

fish can gasp for air if they have too little of it in the tank. this is not the case for your fish. the other reason is that they suffer from parasites that make them restless. i think they're the ones that live on their gills. pet shops sell medication for these problems and if you ask at one, they will be able to halp you and explain in more detail. do all of your fish do it? if not, i would encourage you to place the healthy fish into a separate tank. the reason behind the illness could also lie in the size of your tank and the amount of fish you have in it. if the fish have too little space, it is a perfect opportunity for bacteria to multiply and infect the fish, as the fish are vulnerable at this time

take a sample of your water to your local aquarium store and ask for a water test ,or buy one ,get the readings checked and ask the shop for advice ,you could have a high ammonia level ,do you have any excess plant matter or hidden dead fish? also you might just want to try a small dechlorinated water change, when you say pump do you mean an air pump and have you got a filter? email me if you want i think i can help

Not an answer but if you are worried about the health of your fish give them stress zyme. This will help them be healthyer and less stressed while you figure out what is wrong with the fish or tank.

how big is the tank, how many fish and what kind,how often do you do water changes? you may need to up the water changes I do 30-50% a week depending on the condition of the water/gravel lots of poop more water change etc.. also get a filter but the more water changes the better

turn the power up on the pump, is your pump power big enough for the tank size, the larger a tank is the bigger powered pump is needed, a small pump is no good in a large tank check on this.

hum well what kind of fish do you have gold fish and Betta's often do this some breads of fish can breath oxygen from the air as well as from the watter if you r not sure try doing a watter change

do you have an air stone and oxygen giving plants also remeber the biger the tank the more surfice oxygen you will have if the fish are tropical is your heater at the right temp
