You will need the WDM drivers for your video card. 98% of the time, video card drivers do not provide these drivers. ATI Does on SOME packages, as does nVidia.
Go to their wesbite, download the WDM drivers, and you will be set.

What type of laptop? Brand names like IBM, Compaq etc often have specific utility programs (Presentation Director on some Thinkpads) that directs output through the S-video port. In other cases, you might need to go into your display properties and set the TV as a display device (like choosing a monitor).

If you have then you have not plugged the leads properly.
